In April 22, INRED-ARMENIA held a meeting with activists of social networks created by Russian citizens who came to Armenia in 2022. According to various estimates, about fifty thousand residents of Russia came to Armenia during this period. Most of the visitors are employees of Internet technology, as well as specialists from various fields working with foreign companies. The sanctions of the US and the European Union put them before a choice - either become unemployed or move to another country where there are no such restrictions. Armenia has become a country in many aspects convenient for moving. In Armenia there is no visa regime with Russia. Moreover, Russian citizens can come to Armenia without a foreign passport. Armenia has a Custom Union with Russia, which facilitates certain financial and property transactions. There is no language barrier for Russians in Armenia. Most Armenians speak Russian fluently. In addition, Russians have always been treated well in Armenia. There is a centuries old tradition of this communication. The Armenians are very interested in visitors integration into the local community as soon as possible. Many groups have appeared in social networks created by migrants to find housing, work, for hold meetings and parties, etc. However, publications in these groups did not give a complete picture of how visitors from Russia feel and what the Armenian authorities and civil society need to do in order they were able to integrate into the local community as quickly as possible, which, for obvious reasons, is beneficial not only for them, but also for Armenia as a whole.
The task of our meeting was to find the activists of these groups and persuade them to come to our meeting. As it turned out, this was not an easy task. Few people knew us, and social media activists did not understand how they could help us. Nevertheless, about twenty young people - citizens of Russia came to our meeting, which took place in the center of Yerevan, in a cozy cafe "Armat". As it turned out, they were programmers, environmentalists, bloggers. Many of them did not know each other thus tasting delicious Armenian sweets and coffee they discussed how their life in Armenia is, what they like and what they don’t like. It turned out that the guests like Armenia, they don't have any big problems in our country. Someone said that it would be good to organize free Armenian language courses, someone spoke about the garbage that is lying around somewhere and spoils the view of the city. The visitors from Russia had already held a number of cleanup days to collect garbage, causing surprise among local residents. There were problems with renting flats. Families with children faced the problem of obtaining medical care.
We told them that, ideally, they should create a group of activists who could identify the main tasks that visitors from Russia face and cooperate with authorities, non-profit organizations and business structures to solve these problems. As a result, we decided to organize more meetings and think about what we can do next to foster integration of our guests from Russia.
Ապրիլի 22-ին INRED-ARMENIA-ն հանդիպում ունեցավ 2022 թվականին Հայաստան եկած ՌԴ քաղաքացիների կողմից ստեղծված սոցիալական ցանցերի ակտիվիստների հետ։ Տարբեր հաշվարկներով՝ այս ընթացքում Հայաստան է եկել Ռուսաստանի մոտ հիսուն հազար բնակիչ։ Այցելուների մեծ մասը ինտերնետ տեխնոլոգիաների աշխատակիցներ են, ինչպես նաև արտասահմանյան ընկերությունների հետ աշխատող տարբեր ոլորտների մասնագետներ։ ԱՄՆ-ի և Եվրամիության պատժամիջոցները նրանց դնում են ընտրության առաջ՝ կամ դառնալ գործազուրկ, կամ տեղափոխվել այլ երկիր, որտեղ նման սահմանափակումներ չկան։ Հայաստանը շատ առումներով դարձել է տեղաշարժվելու համար հարմար երկիր։ Հայաստանում Ռուսաստանի հետ վիզային ռեժիմ չկա. Ավելին, ՌԴ քաղաքացիները կարող են Հայաստան գալ առանց անձնագրի։ Հայաստանը Ռուսաստանի հետ Մաքսային միություն է, որը հեշտացնում է որոշակի ֆինանսական և գույքային գործարքներ։ Հայաստանում ռուսների համար լեզվական խոչընդոտ չկա. հայերի մեծ մասը վարժ խոսում է ռուսերեն: Բացի այդ, Հայաստանում ռուսներին միշտ լավ են վերաբերվել։ Սա դարավոր ավանդույթ է։ Բնականաբար, հայերին հետաքրքրում է, որ այցելուները հնարավորինս շուտ կարողանան ինտեգրվել տեղի համայնքին։ Բազմաթիվ խմբեր են հայտնվել միգրանտների կողմից ստեղծված սոցիալական ցանցերում՝ բնակարան գտնելու, աշխատելու, հանդիպումներ և երեկույթներ կազմակերպելու և այլն: Այնուամենայնիվ, այդ խմբերի հրապարակումները ամբողջական պատկերացում չեն տվել այն մասին, թե ինչ են զգում Ռուսաստանից ժամանած այցելուները և ինչի կարիք ունեն Հայաստանի իշխանություններն ու քաղաքացիական հասարակությունը: նրանք կարողացան հնարավորինս արագ ինտեգրվել տեղական համայնքին, ինչը, հասկանալի պատճառներով, ձեռնտու է ոչ միայն իրենց, այլև ողջ Հայաստանին։
Մեր հանդիպման խնդիրն էր գտնել այս խմբերի ակտիվիստներին և համոզել նրանց գալ մեր հանդիպմանը։ Ինչպես պարզվեց, սա հեշտ գործ չէր։ Քչերն էին մեզ ճանաչում, իսկ սոցիալական ցանցերի ակտիվիստները չէին հասկանում, թե ինչպես կարող էին օգնել մեզ: Այնուամենայնիվ, մոտ քսան երիտասարդներ՝ Ռուսաստանի քաղաքացիներ, եկել էին մեր հանդիպմանը, որը տեղի ունեցավ Երևանի կենտրոնում՝ «Արմատ» հարմարավետ սրճարանում։ Ինչպես պարզվեց, նրանք ծրագրավորողներ էին, բնապահպաններ, բլոգերներ։ Նրանցից շատերը միմյանց չէին ճանաչում։ Ծանոթացանք միմյանց հետ, համտեսեցինք հայկական համեղ քաղցրավենիք և մի բաժակ սուրճի շուրջ քննարկեցինք, թե ինչպես են նրանք ապրում Հայաստանում, ինչ են սիրում, ինչ՝ ոչ։ Պարզվեց, որ հյուրերին դուր է գալիս Հայաստանը, նրանք մեր երկրում մեծ խնդիրներ չունեն. Մեկն ասաց, որ լավ կլինի հայերենի անվճար դասընթացներ կազմակերպենք, մեկը խոսեց այն աղբի մասին, որը ինչ-որ տեղ պառկած է և փչացնում է քաղաքի տեսարանը։ Ինչպես պարզվեց, Ռուսաստանից ժամանած այցելուներն արդեն մի քանի շաբաթ են անցկացրել աղբը հավաքելու համար՝ զարմանք առաջացնելով տեղի բնակիչների մոտ։ Վարձակալության հետ կապված խնդիրներ կային. Երեխաներ ունեցող ընտանիքները բախվել են բուժօգնություն ստանալու խնդրին.
Մենք նրանց ասացինք, որ իդեալականորեն նրանք պետք է ստեղծեն ակտիվիստների խումբ, որը կարող է բացահայտել այն հիմնական խնդիրները, որոնց առջև ծառացած են Ռուսաստանի այցելուները և համագործակցել իշխանությունների, ոչ առևտրային կազմակերպությունների և բիզնես կառույցների հետ՝ լուծելու այդ խնդիրները: Արդյունքում, մենք որոշեցինք կազմակերպել ևս մի քանի հանդիպումներ և մտածել, թե ինչ կարող ենք անել հետո՝ օգնելու Ռուսաստանից ժամանած մեր հյուրերին ինտեգրելու համար:
